The
initial master plan for wastewater (sewage & stormwater) was prepared in
1982. The coverage and demands were updated in 1994. Since then major works
were implemented or are in the process for implementaion. |

drainage, the general implementation schedule, the compilation of the
wastewater works performed by various administrations, the national vision

The 1982 master
plan included an administrative set up for its implementation. It was not
implemented due to the civil unrest. In the early 2000's new decrees were
issued to regulated the water and wastewater sector. The decrees give the
responsibility for planning and operation of the wastewater sector to the
water establishments. The ministry of water and energy maintained the power
of the sector regulation and coordination among the relevant administrative
units. The operational procedures between the ministry, the water
establishments, the municipalities who own the collection networks and the
ministry of public works responsible for the O&M of certain categories of
roads are yet to be defined. |

has established the department/section responsible for supporting the
establishments, is monitoring the performance and assisting the
establishments setting priorities of works, setting standards, securing
funds, and setting performance indicators |
