“Co-ordination Facilitator (Office of the President of the Council of Ministers”

Local Short-Term Experts (LSTE)

 

Job outline:               Assistant to the team in charge of preparing the Action Programme of the Wazzani – Hasbani Basin, the holder of this position will lean horizontally on the office services of the President of the Council of Ministers, for the liaison between the field project team and Institutions and involved ministries, with a view to facilitating the required contacts and exchange of information for an harmonious and efficient development of the mission.

Reporting to:            The Office of the President of the Council of Ministers and the MSC-CDR Team Leader

Counterpart:                         the EC Delegation in Beirut

 

Time Input and Time Table:

·         3 man-months

 

·         Starting on early February 2003

 

 

Main duties

a)      Provide permanent contacts, at the required level, with all Institutions and involved Ministries

b)      Organise and confirm appointments and technical meetings of mission’s members with institution representatives

c)      Search communication channels with stakeholders and sources of information needed by the mission

d)      Follow up on a daily basis the experts formulated requirements, until satisfaction of them

e)      Report immediately to the Office of the Presidency of the Council of Ministers and the EC Delegation in Beirut, any issue or obstacle, that would delay or hamper the good development of the mission

f)        Daily draw up and update a list of established contacts and gathered information, précising for the latter the source, type, location, availability (paper, electronic, public, restricted consultation etc), and date of latest updating

 

 

Working conditions

    ·        Close liaison with all parties concerned and sources of information

    ·        Close working relationship with the mission team

    ·        Close working relationship with the Ministries involved, local authorities and municipalities of the Wazzani – Hasbani Basin,

 

 

Background and qualifications required

 

Education ,Qualifications and Abilities:

·             University degree (agronomy, agriculture etc)

·             Professional experience of rural circles

·             Excellent interpersonal and communication skills with the ability to work at ministerial / executive levels, as well as at professional / staff levels.

 

Professional Experience :

    ·        five years experience in co-ordinating / mediation functions within Public Institutions

    ·        proficiency in word processing, spreadsheet and database software programmes

 

Language skills :

    ·        Proficiency in written and spoken English, French and Arabic

 

 

Citizenship

 

Lebanese citizenship required.
